Finland Orders Google to Halt Data Centre Construction Over Missing Environmental Assessments

Finland’s Licensing and Supervisory Agency (LVV) has ordered Tuike Finland, a company acting on behalf of Google, to immediately suspend, and no later than October 23, 2026, all preparatory measures that would significantly alter the environment at two planned data centre sites in Muhos and Kajaani. The regulator’s demand follows findings that preparatory work, including large scale forest clearing, had started before the mandatory environmental impact assessments were completed. Local conservationists had documented the logging of more than 300 hectares of land near the Muhos site.

The order lands only weeks after Google announced it would invest at least 13 billion euro in Finland over 2027 and 2028, its single biggest investment in Europe, with new data centres planned in Kajaani, Muhos and Vaala alongside expansion of its existing facilities. Finland has become a hotspot for hyperscale data centre construction during the AI buildout because it still has available land and power, resources that are scarce in most of Europe. Google says it is advancing landscaping and biodiversity plans, including tree planting across 130 hectares at Muhos.
