European Council President Antonio Costa has invited the EU heads of state or government to an informal meeting in Dublin on 13 November 2026, hosted by Taoiseach Micheal Martin, with artificial intelligence as the only item on the agenda. It is the first time EU leaders have devoted an entire summit to the technology, and the invitation letter was published by the Council on 3 November 2026.
What is on the table
Costa wrote that given the rapid pace of AI development, a first dedicated discussion at leaders level is now necessary on the opportunities AI offers and its transformative effect on European economies and societies. The morning session will feature two external guests: Arthur Mensch, chief executive of Paris based Mistral AI, who will discuss Europe’s position in the global AI race and the strategic challenges of strengthening European competitiveness and AI sovereignty, and Nobel laureate Geoffrey Hinton.
The agenda touches the issues every European technology team is living with: reducing critical dependencies on non-European providers of computing power, models, chips and cloud, building European AI capabilities, and developing the infrastructure that depends on affordable clean energy and large scale public and private investment. Leaders will also discuss protecting children, elections and fundamental rights against AI driven manipulation. Costa expects leaders to return to AI during 2027, including at the next leaders retreat at Alden Biesen.
Why this matters for your infrastructure plans
Sovereignty is moving from a talking point to a procurement criterion. As EU leaders push for reduced dependence on non-European compute and cloud, European organisations should expect funding, requirements and customer expectations to shift towards European infrastructure and data residency. Companies that plan their cloud and AI architecture now, with portability and sovereignty in mind, will be ahead of whatever comes out of Dublin, not reacting to it.
